Calif. Governor BrownSACRAMENTO, Calif. /California Newswire/ — Calif. Governor Edmund G. Brown Jr. today announced the following appointments: First, Michael Brown, 60, of Santa Barbara, has been appointed to the California Ocean Protection Council. Brown has been principal and partner at Brown and Wilmanns Environmental LLC since 2006 and was principal at Michael S. Brown and Associates from 1999 to 2006.

He was director of environmental research and development at Patagonia Inc. from 1993 to 1999 and served as manager of environmental affairs for the City of Irvine from 1990 to 1992. Brown earned a Doctorate degree in city and regional planning and a Master of Regional Planning degree from Cornell University. This position does not require Senate confirmation and the compensation is $100 per diem and covers necessary expenses. Brown is a Democrat.

Elizabeth Mooney-McGuirk, 32, of Sacramento, has been appointed deputy director of legislation at the California Department of Parks and Recreation. Mooney-McGuirk has been legislative director for Assemblymember Nancy Skinner since 2008. She served in multiple positions for Assemblymember Mark Leno from 2003 until 2008, including legislative aide and senior legislative assistant. This position does not require Senate confirmation and the compensation is $106,008. Mooney-McGuirk is a Democrat.

Lynn Schenk, 67, of San Diego, has been appointed to the California High Speed Rail Authority, where she has served since 2003. Schenk was chief of staff to Governor Gray Davis from 1999 to 2004 and served in the United States Congress from 1993 to 1995, where she authored H.R. 4867, the High Speed Rail Development Act of 1994, the first federal law authorizing high speed rail. She was commissioner and vice chair of the San Diego Port District from 1990 to 1993. Schenk served as deputy secretary and later as secretary at the California Business, Transportation and Housing Agency from 1977 to 1983 and was a special assistant to Vice Presidents Nelson A. Rockefeller and Walter F. Mondale from 1976 to 1977. Schenk has been an attorney in private practice since 1984 and was an attorney for the San Diego Gas and Electric Company from 1972 to 1976. Schenk earned a Juris Doctorate degree from the University of San Diego School of Law. This position does not require Senate confirmation and the compensation is $100 per diem. Schenk is a Democrat.

Jose A. Campos, 43, of Glendale, has been appointed to the California Board of Accountancy. Campos has served in multiple positions at Deloitte and Touche LLP since 1991, including partner, senior manager, manager, senior accountant and staff. He is a member of the California Society of Certified Public Accountants, the American Institute of Certified Public Accountants and the Association of Latino Professionals in Finance and Accounting. This position does not require Senate confirmation and the compensation is $100 per diem. Campos is a Democrat.

Scott Harris, 34, of Los Angeles, has been appointed to the California Board of Accountancy. Harris has been an adjunct professor at Loyola Law School since 2012 and an attorney and principal at S J Harris Law since 2010. He was deputy attorney general at the California Department of Justice from 2006 to 2010 and the director of business affairs at Gorilla Nation Media in 2005. This position does not require Senate confirmation and the compensation is $100 per diem. Harris is a Democrat.

Leslie LaManna, 56, of San Diego, has been appointed to the California Board of Accountancy, where she has served since 2007. LaManna has been a partner and certified public accountant at LaManna and LaManna CPA since 2009. She was a partner with Withers Mann and LaManna LLP from 2000 to 2009 and an adjunct professor at the University of California, San Diego Extension from 1995 to 2002. LaManna served as a partner with LaManna and Associates CPAs from 1990 to 1999 and an assistant controller for National Medical Computer Services from 1989 to 2000. This position does not require Senate confirmation and the compensation is $100 per diem. LaManna is a Republican.

Katrina Salazar, 42, of Sacramento, has been appointed to the California Board of Accountancy. Salazar has served as chief financial officer at the Academic Senate for California Community Colleges since 2010 and has been an adjunct accounting professor with the Los Rios Community College District since 2007. She was an accountant for KL Salazar Company from 2007 to 2010, senior audit manager at Reznick Group PC from 2003 to 2007, a chief financial officer at the American Red Cross from 2002 to 2003 and a financial analyst with Sutter Health from 2001 to 2002. She held multiple positions at Time Warner Inc. from 1997 to 2000, including financial manager and financial analyst and was a staff and senior accountant at Reznick Group PC from 1994 to 1997. Salazar earned a Master of Business Administration degree at Drexel University. This position does not require Senate confirmation and the compensation is $100 per diem. Salazar is a Democrat.

Regina Collins, 61, of Rescue, has been appointed to Area Board III of the California State Council on Developmental Disabilities. Collins has served in multiple positions at the California Dental Association since 2004, including director of component relations and vice president of marketing and communications. She was director of marketing and communications for 1201 Financial and Insurance Services Inc. from 2001 to 2004 and manager of marketing and communications for Mercy Healthcare Sacramento from 1985 to 2000. She is a member of the American Society of Association Executives. This position does not require Senate confirmation and there is no compensation. Collins is a Democrat.

Jacob Lesner-Buxton, 29, of Oakland, has been appointed to Area Board V of the California State Council on Developmental Disabilities. Lesner was a social work intern at the Disability Rights Education and Defense Fund from 2010 to 2011 and at the Rainbow Community Center from 2009 to 2010. He earned a Master of Social Welfare degree from California State University, East Bay. This position does not require Senate confirmation and there is no compensation. Lesner is registered decline-to-state.

Marilyn Patterson, 57, of San Bernardino, has been appointed to Area Board XII of the California State Council on Developmental Disabilities. Patterson has served in multiple positions at the U.S. Department of Housing and Urban Development since 1987. She is a member of the National Association of Professional Women, the Black American Political Association of California, Blacks in Government, San Bernardino and the Urban Land Institute of Los Angeles. Patterson earned a Master of Science degree in urban affairs from the University of Wisconsin, Milwaukee. This position does not require Senate confirmation and there is no compensation. Patterson is a Democrat.

Heidi Smyers, 25, of Modesto, has been appointed to the California State Council on Developmental Disabilities. Smyers has been a food server at the Stanislaus County Juvenile Hall since 2011. She was a food server at Parkview Christian Retirement Community from 2009 to 2011. This position does not require Senate confirmation and there is no compensation. Smyers is a Democrat.
