California Gov. BrownSACRAMENTO, Calif. /California Newswire/ — Today, Calif. Governor Edmund G. Brown Jr. announced the following appointments for January 15: First, Randy Fisher, 48, of Elk Grove, has been appointed assistant chief of labor relations at the California Department of Human Resources.

Fisher has been senior labor relations officer at California Department of Personnel Administration since 2011. Fisher served in multiple positions at the California Department of Personnel Administration from 2007 to 2011, including labor relations manager and senior labor relations officer. He was labor relations manager for the California Department of Corrections and Rehabilitation from 2004 to 2007. Fisher served as senior labor relations officer at the California Department of Personnel Administration from 2001 to 2004, labor relations manager for the California Department of Education from 1997 to 2001 and labor relations specialist with the California Department of Food and Agriculture from 1995 to 1997. He was a labor relations analyst for the California Department of Health Services from 1993 to 1995 and senior labor relations representative for the San Joaquin Public Employees Association from 1988 to 1993. This position does not require Senate confirmation and the compensation is $98,940. Fisher is registered decline-to-state.

Cindie Fonseca, 49, of Sacramento, has been appointed principal labor relations officer at the California Department of Human Resources. Fonseca has been labor relations officer at the California Department of Personnel Administration since 2011. She was a worksite organizer at SEIU Local 721 from 2010 to 2011 and a representative at the International Federation of Professional and Technical Engineers in 2010. Fonseca was a labor consultant at SEIU Local 1000 in 2010 and a vocational instructor at the California Department of Corrections and Rehabilitation from 1994 to 2010. This position does not require Senate confirmation and the compensation is $94,308. Fonseca is a Democrat.

Pam Manwiller, 67, of Roseville, has been appointed deputy director of labor relations at the California Department of Human Resources. Manwiller has been assistant chief of labor relations at the California Department of Personnel Administration since 2011. She was director of state programs at the American Federation of State, County and Municipal Employees from 2003 to 2011 and senior labor relations officer at the California Department of Personnel Administration in 2003. Manwiller served in multiple position at the Union of American Physicians and Dentists from 1991 to 2003, including director of state employed physicians, regional administrator and union representative. She was a medical assistant at Kaiser Permanente Medical Center from 1976 to 1991. This position does not require Senate confirmation and the compensation is $108,792. Manwiller is a Democrat.

Joan Markoff, 54, of Sacramento, has been appointed chief counsel at the California Department of Human Resources. Markoff has been chief counsel at the California Department of Personnel Administration since 2011. She served in multiple positions at the California Department of Toxic Substances Control from 1991 to 2011, including assistant chief counsel. Markoff was deputy state public defender at the Office of the California State Public Defender from 1988 to 1991. She earned a Juris Doctorate degree from Santa Clara University School of Law. This position requires Senate confirmation and the compensation is $138,780. Markoff is a Democrat.

Howard Schwartz, 55, of Sacramento, has been appointed deputy director at the California Department of Human Resources. Schwartz has been deputy director at the Department of Personnel Administration since 2011. He was senior staff counsel at CalPERS from 2003 to 2011 and served as chief counsel at the California Department of Personnel Administration from 1999 to 2003. Schwartz was special legal counsel at SEIU Local 1000 from 1984 to 1999 and associate attorney at Beeson Tayer and Bodine APC from 1983 to 1984. He was staff attorney at the California Public Employment Relations Board from 1982 to 1983. Schwartz earned a Juris Doctorate degree from the University of Oregon School of Law. This position requires Senate confirmation and the compensation is $142,248. Schwartz is a Democrat.

Peter Alvitre, 55, of Visalia, has been appointed to the 24th District Agricultural Association, Tulare County Fair Board. Alvitre has served as chief operating officer for Biagro Western Sales since 1993 and was farm manager for Paramount Citrus from 1984 to 1992. He is a member of the Tulare County Pest Control District Board of Directors. This position does not require Senate confirmation and there is no compensation. Alvitre is a Republican.

Perla Soria, 27, of Lindsay, has been appointed to the 24th District Agricultural Association, Tulare County Fair Board. Soria has been education funding manager at the Paramount Farming Company since 2011. She was a migrant instructional services counselor with the Lindsay Unified School District from 2009 to 2011 and assistant coordinator for GEAR UP at Cerritos College in 2009. Soria was a guidance counselor with the Bellflower Unified School District from 2008 to 2009 and a graduate program assistant at the University of Southern California from 2007 to 2009. She held multiple positions at the University of California, Berkeley from 2003 to 2007, including outreach assistant and executive officers’ assistant. Soria is a member of the Lindsay Unified School District Board of Trustees and the American School Counseling Association. She earned a Doctor of Education degree from California State University, Fresno and a Master of Education degree in school counseling from the University of Southern California. This position does not require Senate confirmation and there is no compensation. Soria is a Democrat.

David Whaley, 56, of Visalia, has been appointed to the 24th District Agricultural Association, Tulare County Fair Board. Whaley is a retired undersheriff with the Tulare County Sheriff’s Department, where he served from 1974 to 2009. He has owned and operated a family ranch since 1985. This position does not require Senate confirmation and there is no compensation. Whaley is a Republican.

Karen Stapf Walters, 55, of Sacramento, has been appointed education policy advisor to the Governor, and nominated executive director of the California State Board of Education. She has worked at the Association of California School Administrators as interim executive director since 2012, assistant executive director of governmental relations since 2003 and was an advocate from 1999 to 2003. Stapf Walters was director of the Education Seminar Programs for the Institute for Fiduciary Education from 1996 to 1998. She was a California Senate Fellow for State Senator Lucy Killea from 1990 to 1991 and continued to serve the Senator as a committee consultant and senior staff from 1991 until 1996. She earned a social studies teaching credential and taught social studies and English in both middle and high schools in California and Ohio from 1979 to 1990. This position does not require Senate confirmation and the compensation is $175,000. Stapf Walters is a Democrat.
