SACRAMENTO, Calif. /California Newswire/ — Governor Arnold Schwarzenegger today announced the following appointments: Lourdes Baezconde-Garbanati, Ph.D., 55, of Los Angeles, has been appointed to the Tobacco Education and Research Oversight Committee. Since 2007, she has been an associate professor in preventive medicine at the University of Southern California Keck School of Medicine, where she previously served as assistant professor from 2001 to 2007, visiting assistant professor in 2001, assistant professor of research from 1997 to 2000 and a staff researcher from 1994 to 1996. Previously, Baezconde-Garbanati was an associate director at the Center for the Study of Latino Health and Culture, University of California, Los Angeles David Geffen School of Medicine from 1989 to 1994. She is a member of the American Public Health Association, National Alliance for Hispanic Health, American Heart Association, American Lung Association, American Cancer Society and National Latino Tobacco Control Network. This position does not require Senate confirmation and there is no salary. Baezconde-Garbanati is a Democrat.

Stanley Bajorin, 58, of Folsom, has been appointed chief deputy director for the Department of Mental Health, where he has been acting chief deputy director since 2009 and was deputy director of administration from 2007 to 2009. He was deputy assistant secretary for the Resources Agency from 2005 to 2007 and was a staff finance budget analyst for the Department of Finance from 2004 to 2005. Previously, Bajorin worked for the Department of Fish and Game as chief of the budget branch from 2001 to 2004, chief of the fiscal and administrative services branch from 1995 to 2001 and chief of the audits branch from 1993 to 1995. Prior to that, he was an audit supervisor for the Office of the State Controller from 1979 to 1993, where he was previously staff auditor from 1977 to 1979. This position requires Senate confirmation and the compensation is $119,268. Bajorin is a Republican.

Wendel Brunner, Ph.D., M.D., M.P.H., 65, of Berkeley, has been reappointed to the Tobacco Education and Research Oversight Committee, where he has served as a member since 2007. He has served as the director of public health for Contra Costa Health Services since 1983, where he was also staff physician from 1980 to 2006. Brunner was the president of the California Public Health Association in 1991 and a member of the governing council for the California Public Health Association from1986 to 1992. He is a member of the American Public Health Association, Professional Advisory Committee for the Breast Cancer Fund and the National Association of City and County Health officials. Brunner is co-chair of the California Conference of Local Health Officers, Chronic Disease Committee. This position does not require Senate confirmation and there is no salary. Brunner is a Democrat.

Nancy Carroll, 57, of Sebastopol, has been appointed to the Acupuncture Board. She has been in private practice as an acupuncturist and Chinese herbalist since 1997. Carroll is a member of the California State Oriental Medical Association, a diplomat in oriental medicine for the National Certification Commission for Acupuncture and Oriental Medicine and a certified instructor for the American Oriental Bodywork Therapy Association. This position requires Senate confirmation and the compensation is $100 per diem. Carroll is a Democrat.

Patricia Etem, 54, of Long Beach, has been appointed to the Tobacco Education and Research Oversight Committee. She served as director of research, policy and planning for BREATHE California of Los Angeles County from 2005 to 2009. Previously, Etem was adjunct lecturer for University of Southern California (USC), Graduate School of Public Health from 2008 to 2009. She worked as executive consultant for the public health for CIVIC Communications from 2002 to 2005 and was executive program director for the California Department of Health Services, Public Health Foundation Enterprises from 1993 to 2002. Etem was director of the sports and law program at the Constitutional Rights Foundation from 1990 to 1992 and internal medicine residency program evaluator for the Veterans Medical Center, Long Beach and University of California, Irvine Medical Center from 1986 to 1987. She is chair of the USC Tobacco Education and Materials Lab at the USC Institute for Prevention Research. Etem is a trustee for the Long Beach Memorial Center, Miller Children’s Hospital and a member of the Coalition for a Smoke-free Long Beach. James Fang, 48, of San Francisco, has been appointed to the State Board of Education. He has served as president of Asian Week Newspaper since 1995. Previously, Fang was president of the San Francisco Examiner from 2000 to 2004 and director of commerce and trade for the city and county of San Francisco from 1992 to 1995. He worked as the director and founder of the Asian American Voter Project from 1990 to 1992 and assistant manager for Asian Week and Grant Printing House from 1988 to 1990. Fang was a law clerk in the U.S. Attorney’s Office, Northern District of California in 1988. He is a member of the S.F. Bay Area Rapid Transit Board of Directors and the AsianWeek Foundation. Fang is chairman of the San Francisco-Shanghai Sister City Committee. This position requires Senate confirmation and compensation is $100 per diem. Fang is a Republican.

Lawrence Green, Ph.D., 69, of San Francisco, has been reappointed to the Tobacco Education and Research Oversight Committee, where he has served as a member since 2007. He has been an adjunct professor at the University of California, San Francisco Medical School in the Department of Epidemiology and Biostatistics since 2005. Previously, Green served as visiting professor at the University of California, Berkeley School of Public Health and at the University of Maryland College, Health and Society Program from 2004 to 2005. He worked for the U.S. Department of Health and Human Services as director of the Office of Science and Extramural Research at the Centers for Disease Control from 2001 to 2004 and acting director of Smoking and Health from 1999 to 2001. Green was professor and director of the Institute of Health Promotion Research at the University of British Columbia from 1991 to 1999 and vice president and director of Health Promotion at Henry J. Kaiser Family Foundation from 1988 to 1991. He was professor and director of the Prevention Research Center for the University of Texas Health Science Center from 1988 to 1991. Green is a member of the National Genomics Research Institute, Board of Scientific Counselors and the National Advisory Committee for the Robert Wood Johnson Foundation Clinical Scholars Program. He is a member on the Institute of Medicine of the National Academies, Society of Behavioral Medicine, Society for Public Health Education and the American Public Health Association. Frank He, 43, of Sunnyvale, has been appointed to the Acupuncture Board. He has served as a professor for the Integrative and Sports Medicine Center since July 2010, where he is also founder and has been medical director since 2009. He has also served on the State Qualified Medical Evaluator Panel since 2002 and has been department chair and professor at Five Branches University since 1997. Previously, He worked as a research acupuncturist for Miriam Lee Acupuncture Associates from 1996 to 1997 and an acupuncturist and instructor for Liaoning University of Traditional Chinese Medicine from 1991 to 1996. He was an acupuncturist for Shenyang Neurology Hospital from 1992 to 1993. This position requires Senate confirmation and the compensation is $100 per diem. He is registered decline-to-state.

Alan Henderson, Ph.D., 66, of San Luis Obispo, has been reappointed to the Tobacco Education and Research Oversight Committee, where he has served as a member since 2007. He has served as professor and chairman for National University, Department of Community Health since 2008 and professor emeritus at California State University, Long Beach Department of Health Science since 2006. Henderson has also served as an associate clinical professor of radiological sciences for the University of California, Irvine College of Medicine since 1990. He was a professor for California State University, Long Beach Department of Health Science from 1987 to 2006. Previously, Henderson was associate professor at St. Louis University Medical Center from 1981 to 1986 and project director for the National Center for Health Education from 1978 to 1981. He is a member of the American Cancer Society, California Division and Los Angeles Region and a member of the American Public Health Association. K. Maurice Johannessen, 76, of Redding, has been appointed to the State Parks and Recreation Commission. He served as secretary of the Department of Veterans Affairs from 2002 until his retirement in 2003. Johannessen served as a member of the California State Senate, representing District 4, from 1993 to 2002, where he also served as chair of the Republican Caucus from 1996 to 1997. He was a member of the Shasta County Board of Supervisors from 1990 to 1993, where he served as chair in 1992. Prior to that, Johannessen was a member of the Redding City Council from 1986 to 1990, serving as mayor from 1988 to 1989. In 2009, he founded the non-profit California Veterans Assistant Group, where he currently serves as president. This position requires Senate confirmation and the compensation is $100 per diem. Steven Morrow, D.D.S., 75, of Yucaipa, has been appointed to the Dental Board of California. He has worked for Loma Linda University School of Dentistry as professor of endodontics since 1981 and director of patient care services and clinical quality assurance since 2000. Previously, Morrow worked in private practice for Steven G. Morrow D.D.S. from 1962 to 2005. He was a dental officer for the U.S. Navy Dental Corps in the U.S. Navy from 1960 to 1968. Morrow is a member of the American Dental Association, California Dental Association, Tri-County Dental Society, American Association of Endodontists, California State Association of Endodontists, Southern California Academy of Endodontics, American Dental Education Association, American College of Dentists and Loma Linda University School of Dentistry Alumni Association. Previously, Ong was a staff physician at the Palo Alto Veterans’ Administration Health Care System from 2003 to 2005 and an internal medicine primary care resident for the University of California, San Francisco Department of Medicine from 2000 to 2003. Kathleen Velazquez, 57, of Hayward, has been appointed to the Tobacco Education and Research Oversight Committee. She has been chief of the Office of Leadership and Workforce Development for the California Department of Public Health since 2009, where she previously served as chief of the Newborn Screening Branch from 1993 to 2009, program specialist III of Genetic Diseases from 1990 to 1993 and consultant of Health Education from 1981 to 1990. Prior to that, Velazquez was a health specialist for the Merced County Office of Education from 1977 to 1981. This position does not require Senate confirmation and there is no salary. Velazquez is a Democrat.

Shu-Hong Zhu, 47, of San Diego, has been appointed to the Tobacco Education and Research Oversight Committee. He has served as a professor for the University of California, San Diego Department of Family and Preventive Medicine since 2006, where he was previously an associate professor from 1999 to 2006, assistant professor from 1992 to 1999, principal investigator of the California Smokers’ Helpline for the Cancer Center since 1992, project director of the Smoking Cessation Telephone Counseling Program from 1990 to 1992 and research assistant and teaching assistant for the Department of Psychology from 1986 to 1990. Prior to that, Zhu served the Beijing University, Department of Psychology as faculty in 1986 and research and teaching assistant from 1983 to 1986.
