SACRAMENTO, Calif. /California Newswire/ — Governor Edmund G. Brown Jr. on Tuesday announced the following appointments. First, Jeanne Clinton, 60, of Berkeley, has been appointed special advisor to the California Public Utilities Commission. Clinton has been a manager of the Climate Strategies Branch of the Commission since 2009. She was an advisor on clean energy and policy planning to the Commission from 2006 to 2009 and a consultant to former California Energy Commissioner Jackalyne Pfannenstiel from 2005 to 2006.
Clinton served as an international energy efficiency advisor for the Vietnam Ministry of Industry from 2004 to 2005 and deputy director for the California Consumer Power and Conservation Financing Authority from 2001 to 2004. This position does not require Senate confirmation and the compensation is $130,236. Clinton is a Democrat.
Nadya Chinoy Dabby, 34, of Los Angeles, has been appointed to the State Allocation Board. Chinoy Dabby has been director at The Eli and Edythe Broad Foundation since 2006. She was an education program specialist for the United States Department of Education in the Office of the Secretary in 2009 and was an associate at Harder and Company Community Research from 1999 to 2002. This position does not require Senate confirmation and there is no compensation. Chinoy Dabby is a Democrat.
Barbara Emley, 69, of San Francisco, has been appointed to the Pacific States Marine Fisheries Commission. Emley has fished commercially since 1985. She has been the strategy team leader for the Pacific Coast Federation of Fisherman’s Associations since 1995 and was the chair of the Gulf of the Farallones National Marine Sanctuary Advisory Council from 2002 to 2007. This position requires Senate confirmation and the compensation is $100 per diem. Emley is a Democrat.
Pat Leary, 53, of Davis, has been appointed chief deputy director of the Department of Social Services. Leary has been assistant county administrator for Yolo County since 2006. She was a legislative representative at the California State Association of Counties from 1998 to 2005 and a principal consultant at the Senate Budget and Fiscal Review Committee from 1994 to 1998. Leary was legislative director for State Senator Mike Thompson from 1991 to 1994. This position requires Senate confirmation and the compensation is $147,660. Leary is a Democrat.
Sylvia Torres-Guillen, 45, of Los Angeles, has been appointed general counsel to the Agricultural Labor Relations Board. Torres-Guillen has served as a deputy federal public defender for the Office of the Federal Public Defender in Los Angeles since 1993. Torres-Guillen is the co-chair of the Hispanic National Bar Association’s Latina Commission, co-president of the Latina Lawyers Bar Association, vice-president of the Mexican American Bar Foundation, and a member of the State Bar of California’s Council on Access and Fairness. Torres-Guillen received her Juris Doctor degree from Boalt Hall at the the University of California, Berkeley. This position requires Senate confirmation and the compensation is $155,000. Torres-Guillen is a Democrat.
