Brown Jr. announced the following appointments: First, Thomas Cullen, 50, of Novato, has been appointed chief deputy director for the Office of Oil Spill Prevention and Response, also known as the Oil Spill Response Administrator, at the California Department of Fish and Game.
Cullen was executive director of homeland security for Sabre Systems Inc. from 2010 to 2011. He served in multiple positions with the United States Coast Guard from 1983 to 2010, including deputy commander and alternate captain of the port at the San Francisco sector, chief of response and chief of search and rescue at the 11th Coast Guard district, chief of the aircraft maintenance department at the Coast Guard Air Station Cape Cod and chief of aircraft systems at the Coast Guard headquarters. This position requires Senate confirmation and the compensation is $116,076. Cullen is a Republican.
William Enfield, 62, of Sacramento, has been appointed chief of communications at the California Department of Corrections and Rehabilitation.
