SACRAMENTO, Calif. /California Newswire/ — Today, Calif. Governor Edmund G. Brown Jr. announced the following appointments for January 15: First, Randy Fisher, 48, of Elk Grove, has been appointed assistant chief of labor relations at the California Department of Human Resources.
Fisher has been senior labor relations officer at California Department of Personnel Administration since 2011. Fisher served in multiple positions at the California Department of Personnel Administration from 2007 to 2011, including labor relations manager and senior labor relations officer. He was labor relations manager for the California Department of Corrections and Rehabilitation from 2004 to 2007. Fisher served as senior labor relations officer at the California Department of Personnel Administration from 2001 to 2004, labor relations manager for the California Department of Education from 1997 to 2001 and labor relations specialist with the California Department of Food and Agriculture from 1995 to 1997. He was a labor relations analyst for the California Department of Health Services from 1993 to 1995 and senior labor relations representative for the San Joaquin Public Employees Association from 1988 to 1993. Cindie Fonseca, 49, of Sacramento, has been appointed principal labor relations officer at the California Department of Human Resources. Fonseca has been labor relations officer at the California Department of Personnel Administration since 2011. She was a worksite organizer at SEIU Local 721 from 2010 to 2011 and a representative at the International Federation of Professional and Technical Engineers in 2010. Howard Schwartz, 55, of Sacramento, has been appointed deputy director at the California Department of Human Resources. She was a migrant instructional services counselor with the Lindsay Unified School District from 2009 to 2011 and assistant coordinator for GEAR UP at Cerritos College in 2009. Soria was a guidance counselor with the Bellflower Unified School District from 2008 to 2009 and a graduate program assistant at the University of Southern California from 2007 to 2009. She held multiple positions at the University of California, Berkeley from 2003 to 2007, including outreach assistant and executive officers’ assistant. Soria is a member of the Lindsay Unified School District Board of Trustees and the American School Counseling Association. She earned a Doctor of Education degree from California State University, Fresno and a Master of Education degree in school counseling from the University of Southern California. David Whaley, 56, of Visalia, has been appointed to the 24th District Agricultural Association, Tulare County Fair Board. Whaley is a retired undersheriff with the Tulare County Sheriff’s Department, where he served from 1974 to 2009. He has owned and operated a family ranch since 1985. This position does not require Senate confirmation and there is no compensation. Whaley is a Republican.

Karen Stapf Walters, 55, of Sacramento, has been appointed education policy advisor to the Governor, and nominated executive director of the California State Board of Education. She has worked at the Association of California School Administrators as interim executive director since 2012, assistant executive director of governmental relations since 2003 and was an advocate from 1999 to 2003. Stapf Walters was director of the Education Seminar Programs for the Institute for Fiduciary Education from 1996 to 1998. She was a California Senate Fellow for State Senator Lucy Killea from 1990 to 1991 and continued to serve the Senator as a committee consultant and senior staff from 1991 until 1996. She earned a social studies teaching credential and taught social studies and English in both middle and high schools in California and Ohio from 1979 to 1990. This position does not require Senate confirmation and the compensation is $175,000. Stapf Walters is a Democrat.
